This issue is not in Anaconda. The failure happens because Orca’s above mentioned feature requires the python3-psutil package. On Fedora Workstation it is possibly n ot installed by default. On the MATE spin, python3-psutil is probably present, which is why it works there. A possible fix would be to add a Recommends: python3-psutil in the orca package [1], for enabling that feature.
