perl-Date-Handler-1.2-33.fc43 fails to build in Fedora 41 because t/7intuitivedst.t test fails:

This is actually a bug in perl <https://github.com/Perl/perl5/issues/23878>.

I will build this package in side-tags against a patched perl and push it into testing after stabilizing perl (F45), or together with it (F44, F43).
