Please branch and build healpix in epel9 and epel10.

I wish to bring packages such as Siril to EL.

This requires nom-tam-fits to be added to epel9 and epel10 first. File bugs for that and have them block this bug.

This bug appears to have been reported against 'rawhide' during the Fedora Linux 45 development cycle.
Changing version to 45.
