Is there something you would like to package that this is a dependency for? Unless they also include a command-line tool or something, Rust crate library packages in Fedora are not really useful for end users, only for building other Fedora packages. Packaging and maintaining them for their own sake isn’t prohibited, but it’s wasted effort if nothing ever depends on them. Note also that this package hasn’t been retired yet, only orphaned, so if you were a Fedora packager you could just click the “Take” button on https://src.fedoraproject.org/rpms/rust-udisks2. Even after the orphaned package is eventually retired, it only needs to be re-reviewed once it has been retired for more than eight weeks[1].
