Description of problem:
When there is no enough space for all the buttons in the "new mail window", 
there is small button which reveals all the hidden buttons if clicked. There 
are no hidden buttons in "new mail" or "forward email" window. "reply to email" 
is OK.

Steps to Reproduce:
1. click New to create new message
2. change window size to size when "V" button appears
3. click "V" button

Confirmed, I can reproduce this on evolution-2.11.4-1.fc8.

I'm going to move this upstream and have the Evolution authors look into the
problem.  Please see [1] for further updates.
