This problem still exists in lastest build, moving back to assigned state. Have you upgraded modcluster and ricci on all the nodes conga is managing? I had only upgraded luci and ricci. After upgrading modcluster as well, this fix can be verified. An advisory has been issued which should help the problem described in this bug report.
