Description of problem:
When starting conga on a cluster where the cluster services are not running, but
ricci is, some of the nodes show up in the grey "unresponsive" state with the
following error:

"The ricci agent for this node is unresponsive. Node-specific information is not
available at this time."

The other node(s) are in the following red state:
"Status:  Currently not a cluster participant"

This problem still exists in lastest build, moving back to assigned state.

Have you upgraded modcluster and ricci on all the nodes conga is managing?

I had only upgraded luci and ricci. After upgrading modcluster as well, this fix
can be verified.
