User request for wvware to be included in RHEL
(it is included in FC6, and all its prerequisites
are in RHEL5)

Is there some explanation of why it was not included, to help
developers and interested users to possible help get it 
included in RHEL?

RHEL does not automatically include every package from Fedora.  Some packages are left out if they are deemed unnecessary, redundant, or out of scope for RHEL.

There is a wv2 package available in EPEL:
    http://fedoraproject.org/wiki/EPEL

In general, it's easier to get packages added to EPEL repositories than it is to RHEL.
