Description of problem:

As of latest Xorg update, Ctrl-Alt-F[0-9] no longer works to VT-switch to a text
console.  "sudo chvt 1" still works however, so this appears to be a keybinding
thing.

Steps to Reproduce:
1. Type Ctrl-Alt-F1, no VT switch
2. Type "sudo chvt 1", VT switches to 1

Not using any xorg.conf file.
