Description of problem:
Installing <Livna> packages with the pk-application after adding
livna-development repository fails with an error "A security trust relationship
is not present", "GPG key not imported".

Installing the same package from the commandline with yum is more helpful:

rpmts_HdrFromFdno: Header V3 DSA signature: NOKEY, key ID a109b1ec
Importing GPG key 0xA109B1EC "Livna.org rpms <rpm-key>" from
/etc/pki/rpm-gpg/RPM-GPG-KEY-livna

How reproducible:
Everytime.

Steps to Reproduce:
1. Add <livna-development> repo to yum.repos.d. (by installing appropriate rpm). 
2. Use Add/Remove Software to install a lvn9 package
3. 
  
Actual results:

Error "A security trust relationship is not present", "GPG key not imported".
-> no installed packages.

Expected results:

Warning "A security trust relationship is not present", "Import GPG key from <>?".
-> continue to install packages.

However this morning I experienced this problem also with the rawhide repo and
to fix it I run "yum upgrade" from command line (it's in italian but it's always
the same yum output).
