Cloning for 5.3 to complete the fix. Original problem is partially fixed,
partially release-noted for 5.2

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.

Patch to enable ipv6 systemwide if a single device has ipv6 & enable that device on boot.

Enable IPV6 if any device has an ipv6 address.
Disabled forceoffonboot (enabled ONBOOT=yes) if the device has an IPv6 address set.

with snap #3, using eth1 to perform the install
/etc/sysconfig/network contains
NETWORKING_IPV6=yes.

moving to VERIFIED.
