Description of problem:
The QEMU binary supports the -S flag to indicate that the guest VCPUs should be
paused at startup of the emulator. libvirt will shortly switch to starting all
guests with this flag present, so that it can set the initial VCPU affinity mask
before the guest starts executing. Thus we need Xenner to support this flag ASAP.
