There is a README in the lib/cpp directory but I chose to include it with the
libthrift-cpp package instead of -devel. I considered including it with both but
saw the package guidelines state that duplicate files shouldn't be included,
assuming this applies to sub-packages as well.

Mistakenly submitted this from my work Bugzilla account, this is my Fedora
account/email, will it be possible to have this as the package owner?

Withdrawing review request, no longer looking to use this library and thus probably shouldn't undertake Fedora maintenance of it.
