Description of problem:

When filing a bug against Red Hat Directory Server 8.0 this evening (bug #462152), I noticed that an e-mail notification was sent to bugbot.org.  Is this appropriate, expected, or a misconfiguration of some kind?

The bugbot.org user is watching some other user that is attached to the bug. It is a normal feature of Bugzilla to allow watching of other users and receiving their notifications. If the bug is private and the watcher cannot see the bug then they would not receive the notification.
