Description of problem:

setuptool-1.19.4-2.fc9.i386

no.po should be renamed to nb.po since no_NO is obsolete and nb_NO replaced it
years ago. If there is a nb.po translation already no.po can just be deleted
along with the entry in configure.in|ac ALL_LINGUAS or po/LINGUAS

fixed in upstream - can it wait for regular new version release, or is actual version (contains no.po and np.po) causing any troubles now?

It's not causing any problems, I'm just cleaning up old cruft.

so... fix for this is waiting in setuptool's git repository and will be available with new version release
