enable reset of rng with user-provided initial counter

Description of problem:
The ansi cprng code currently allows resetting of the rng with a user-supplied key and seed, but for fips cavs testing (and potentially for actual users), we need to be able to pass in an initial counter (DT) value as well.

Attached is a patch that I *think* should give us everything we need, but I only started looking at this code earlier today, so I could be way off base and/or missing something else somewhere...

This request was evaluated by Red Hat Product Management for inclusion in a Red
Hat Enterprise Linux maintenance release.  Product Management has requested
further review of this request by Red Hat Engineering, for potential
inclusion in a Red Hat Enterprise Linux Update release for currently deployed
products.  This request is not yet committed for inclusion in an Update
release.
