Description of problem:
When upgrading from Fedora 9 --> 10 using preupgrade and pre-upgrade-cli, upgrade proceeds fine until after reboot.  After reboot, about 27% - 30% into checking package dependencies, anaconda throws exception (exception report attached)

Every time upgrade is attempted

Steps to Reproduce:
1. Run preupgrade

-- Packages selected and downloaded
-- Prompted to reboot
-- Reboot
-- Anaconda checks package dependencies
-- Exception is thrown (see attached exception report)

Expected results:
-- Packages selected and downloaded
-- Prompted to reboot
-- Reboot
-- Anaconda checks package dependencies
-- Upgraded packages (Fedora 10) installed
