Description of problem:
After sellecting OOo Tools > Options > OOo > Memory > Enable systray Quickstarter and logging out systray Quickstarter fails to reload on logging back in

Steps to Reproduce:
1. Select OOo Tools > Options > OOo > Memory > Enable systray Quickstarter
2. Log out
3. Log in
  
Actual results:
systray Quickstarter fails to run on login

Expected results:
systray Quickstarter runs on login

Additional info:
May be a Notification Area applet issue?
