fence_apc_snmp fails to fence a node off and the following error is generated:

Steps to Reproduce:
1. /sbin/fence_apc_snmp -a east-apc -n 10

Actual Results:

status outletStatusOff

Expected Results:  
The node should be powered off and node fenced off.
