Description of problem:
I wonder why I don't have any debug packages on my local machine and why are they build on koji. The reason was missing redhat-rpm-config, which isn't required by  rpm-build or any other rpm package. I suppose someone should require it.

rpm-4.7.0-1.fc11.x86_64

How reproducible:


Steps to Reproduce:
1. Install minimal installation @base
2. Install KDE group
3. Install rpm, automake and some other devel packages
  
Actual results:
No debuginfo packages are created after build. It is not obvious why it's happening.

Expected results:
redhat-rpm-config is required probably by rpm-build.
