What does /etc/sysconfig/keyboard say after installation is complete? without correcting the keyboard layout? or with correcting the keyboard layout to Japanese? Without doing any editing at all - as soon as anaconda shows you the congrats screen, press ctrl-alt-f2 and see what /mnt/sysimage/etc/sysconfig/keyboard says. That'll tell us if it's anaconda screwing up or something later on.
