Description of problem:
Due to publican 1.0 obsoleting po2sgml there is no longer anyway for publican users to generate translation statistics.

publican 1.2

How reproducible:
Always

Steps to Reproduce:
1. Translate something
2. Use pen and paper to calculate translation statistics

  
Actual results:
bwah bwah bwow music

Expected results:
Report of translation statistics for the given language.

Additional info:
Needs to report, untranslated, fuzzy and translated words per file.

Same again as a total for the language.

Display estimated hours remaining for untranslated and fuzzy.

Added new action lang_stats which outputs a report:
