Description of problem:
Auto-refresh in the main menu no longer works

How reproducible:
always

Steps to Reproduce:
1. Log in
2. Click the refresh menu in the main menu bar
3. Click "Refresh every 1 minute
  
Actual results:
Nothing happens

Expected results:
Page should refresh immediately, and every minute thereafter

Further fix in commit 530106b1d1f52bf30704da23dbf9624a330f9c93

This prevents concurrent reloads. Previously it was possible to have recursive
reload if a reload was slower than 1 second.

Temporarily adding the keyword "SubBug" so we can be sure we have accounted for all the bugs.
