Description of problem:
If running install.pl on a newly installed and unregistered system, the installer fails with this message:

* Installing RHN packages.
Could not install RHN packages.  Most likely your system is not configured with the @Base package group.  See the RHN Satellite Server Installation Guide for more information about Software Requirements.  Exit value: 1.
Please examine /var/log/rhn/rhn-installation.log for more information.

Examining the log shows this:

Public key for perl-NOCpulse-Gritch-1.27.4-1.el5sat.noarch.rpm is not installed

If the key is manually imported with "rpm --import /etc/pki/rpm-gpg/RPM-GPG-KEY-redhat-release" then after starting the installer again, everything works.

How reproducible:
Always with these versions

Steps to Reproduce:
1. Install a RHEL system with @Base that is not registered to RHN
2. Run install.pl and enter RHN credentials to register system during install
3. View error
  
Actual results:
RPM-GPG-KEY-redhat-release must be manually imported. 

Expected results:
The installer should import the key as part of the package installation process to avoid this error.

Additional Information:
Alternatively, as the installer has just registered the system with RHN in this scenario, the user can perform an yum update or install a package and answer "y" to the yum prompt to import the key, then run the installer again.

Confirmed with RHEL 5.5 too.

Added check for missing gpg-pubkey and rpm --import in Spacewalk master, ab87b9fa903e320397dafced26a6ae9831d160d7.

This issue is resolved with the release of RHN Satellite 5.5. 

As of September 20th 2012, RHN Satellite 5.5 has been generally available.

This is NOT resolved in 5.5.  I have installed Base group, confirmed with YUM that base group is installed, it is also in my anaconda.ks, proof my kickstart file installed with base group.

Satellite 5.5 still fails with this error.

Does /etc/pki/rpm-gpg/RPM-GPG-KEY-redhat-release exist before the Satellite installation comences? In any case, please open a support ticket with Red Hat to assist you with the installation.
