Description of problem:
I'd like to propose upgrading the python-twisted in rawhide to 10.0.0

Howtos on the web regarding using twisted and WSGI like:

http://nichol.as/benchmark-of-python-web-servers
requires fixes in twisted releases newer then 8.2.0

I understand that twisted has a lot of dependent packages in Fedora and some upstreams might not have tested their apps with twisted-10.0.0 but planning the upgrade at the begging of a Fedora release cycle seems right.
