Description of problem:
When displaying a recipe e.g. [1] whiteboard is most of the time empty.

Display a concatenation of Job's and RecipeSet's whiteboard instead of RS's only.

Specifically the job whiteboard is shown as a tooltip when you hover over the job ID in the recipe page header.

I'm not sure if we need to consider showing it somewhere more concrete instead/as well. As Marian points out in comment 0, it might be common that the recipe whiteboard is empty and the job whiteboard contains the important distinguishing information.

We could consider showing both the recipe whiteboard *and* job whiteboard in the middle info box (currently shows just the recipe whiteboard). Or perhaps, we could show the job whiteboard only if the recipe whiteboard is blank?

Note that comment 0 also mentions recipe set whiteboards but those have never actually existed in Beaker.
