Prior to this update, the licensing COPYING file and documentation was missing from the xml-common subpackage. This update adds the missing basic documentation and COPYING file to xml-common.

Description of problem:
Licensing COPYING file is missing in sgml-common and xml-common both subpackages. Basic documentation files are missing in xml-common subpackage and should be included.

Steps to Reproduce:
1. rpm -ql xml-common | grep "doc/"
2. rpm -ql sgml-common | grep "doc/"
  
Actual results:
No COPYING files found, no documentation files at all in xml-common.

Expected results:
Some documentation files including COPYING file are found.

Fixed in Fedora Rawhide in sgml-common-0.6.3-33.fc14 ...

This issue was proposed for RHEL 6.1 FasTrack but did not get resolved in time.
It has been moved to RHEL 6.2 FasTrack.
