Description of problem:

While I tried to run a job J:1387 [1] on beaker-stage, the most recent RHEL6 distro [2] was available on lab-devel only and all RHEL6 capable x86_64 machines on given LC were in use by J:1385. [3]

Though there are other suitable RHEL6 distros available on lab-stage, scheduler always picked lab-devel (J:1388)

After manually excluding busy LC I was able to run a job [4]

Bulk reassignment of issues as Bill has moved to another team.

This is on hold until we evaluate the possibility of switching to a more capable scheduling engine.
