Description of problem:
upgrading from f-12 to f-14 from DVD media caused yum to become unusable

while trying to manually fix it with rpm using the DVD media I found out why:

package yum-3.2.28-5.fc12.noarch (which is newer than yum-3.2.28-3.fc14.noarch) is already installed

This caused varous yum/python related packages to not upgrade properly

Fix: bump the version of yum in f-14
