Description of problem:
Widely-used PHPUnit requires PEAR 1.9.1 in version 3.5.x.  Rebasing php-pear from 1.9.0 to 1.9.1 to pick up required bug fixes would be useful.

Hmm, it seems PHPUnit is bumping pear installer requirement quite often - according to PHPUnit git [1] it was bumped in March and later in June once more. Effective is now bump from March, requiring 1.9.2.

Latest version of pear installer to date 1.9.4. Shouldn't we update directly to 1.9.4?
