perl-Parse-CPAN-Meta is already in Fedora.

This is a duplicate of Bug #447079.

Parse::CPAN::Meta was merged into core with 5.10.1 and retired as a separate package in Fedora in December 2009. This is a revival as a dual-lifed module.

Indeed, you're right.

However, there is still an existing perl-Parse-CPAN-Meta repo with a master branch so shouldn't the "New Package SCM Request" actually be a "Package Change Request" to change ownership of the devel branch and unblock it Rawhide?
