perl-Parse-CPAN-Meta is already in Fedora. This is a duplicate of Bug #447079.

Indeed, you're right. However, there is still an existing perl-Parse-CPAN-Meta repo with a master branch so shouldn't the "New Package SCM Request" actually be a "Package Change Request" to change ownership of the devel branch and unblock it Rawhide?
