dhcp gained support for IPoIB devices.  The dhcp component provides the libdhcp4client library, which is used by libdhcp, which is used by anaconda to provide networking services during install.  We need to rebuild the libdhcp package because the libdhcp library used by anaconda is static, so we need to rebuild in order to gain the IPoIB support from libdhcp4client.
