screenshot of settings manager with missing icons

About half of the entries in the Settings Manager have icons and the other half don't. I'm attaching a screenshot to make the problem more clear. The package version is xfce4-settings-4.8.1-3.fc15.x86_64. Please let me know if there is any other information that I should provide.

What does:

'rpm -qa | grep icon-theme' output?

If you do a 'yum groupinstall xfce-desktop' does it install some icon-themes?

amcnabb@sage:~ :) rpm -qa | grep icon-theme
gnome-icon-theme-extras-3.0.0-1.fc15.noarch
oxygen-icon-theme-4.6.2-1.fc15.noarch
fedora-icon-theme-1.0.0-9.fc15.noarch
gnome-icon-theme-symbolic-3.0.0-1.fc15.noarch
hicolor-icon-theme-0.12-2.fc15.noarch
gnome-icon-theme-3.0.0-1.fc15.noarch
gnome-icon-theme-legacy-3.0.0-1.fc15.noarch
xfce4-icon-theme-4.4.3-5.fc15.noarch
amcnabb@sage:~ :)

With the yum groupinstall command, it reports: "No packages in any requested
group available to install or update".

both this and 702067 seem to be caused by icon theme for Xfce being 'empty' by default; this also causes all sorts of other icon issues, like the icons on the default panel being completely wrong, and almost all icons being missing in the system menus.
