Tab labels on IE7

Description of problem: 
the tab labels look too far down in IE7. tested with the release-4.0.0 branch
see attachment

except for the Summary tab, where the label looks too high...

I'm not able to reproduce this is prod mode.  But I do see some slight variations in vertical alignment in hosted mode.

mazz mentioned that when he did see this it was in prod mode, so my comment above may not be a qualifying statement.
