Description of problem:
When using kickstart with Fedora 15 and not using the reboot parameter the system halts instead of rebooting when the enter key is pressed.

It would appear this problem was introduced on Feb 22 2011 by Chris Lumens patch. As there was an attempt at fixing reboot behavior in kickstarting but what it appears is the else is incorrect and if it is not this check then it halts instead of checking for other conditions.

This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle.
Changing version to '19'.

(As we did not run this process for some time, it could affect also pre-Fedora 19 development
cycle bugs. We are very sorry. It will help us with cleanup during Fedora 19 End Of Life. Thank you.)

I've tested this with a few F19 builds, it works okay. Closing out.
