It would appear this problem was introduced on Feb 22 2011 by Chris Lumens patch. As there was an attempt at fixing reboot behavior in kickstarting but what it appears is the else is incorrect and if it is not this check then it halts instead of checking for other conditions.
I can reproduce this on master.

This bug appears to have been reported against 'rawhide' during the Fedora 19 development cycle. Changing version to '19'. I've tested this with a few F19 builds, it works okay. Closing out.
