Description of problem:
preupgrade from elder release failed. Error dialogue pops up, saying:
Failed to download installer data. This could be caused by a missing network
connection or a bad mirror.

Steps to Reproduce:
1. update releases.txt
  baseurl=http://download.englab.nay.redhat.com/pub/fedora/linux/development/16/x86_64/os/
installurl=http://dl.fedoraproject.org/pub/alt/stage/16-Alpha.TC1/Fedora/x86_64/os/

2.run preupgrade

Actual results:
 error dialogue pops up
 and error message on terminal:

Where can preupgrade-f15-beta-tc1 be found?   I don't see a new preupgrade in koji?

sorry, It should be f16-beta-tc1, sorry for the typo, I have tested, it worked well.

typos notwithstanding, where is it?

Is there supposed to be a fix in the preupgrade for fc-15 (the one that is to be used to upgrade to fc-16) ?   If so, where is it?    As I said, it doesn't seem to be in koji  <http://koji.fedoraproject.org/koji/packageinfo?packageID=6045>

what I am talking about is upgrade from f15 to f16. Now when you upgrade from f15 to f16, this bug disappears.
But there are still to bugs:
1. the default mirrorlist in  http://mirrors.fedoraproject.org/releases.txt is not correct, you should point it to the right one
2. another bug 735016
