Description of problem:
Under zh_CN locale, By default, Preferences->Languages is "en-us, en". I think
it should be "zh-cn, zh, en-us, en". After all, a typical normal user does not
know what's a languages preference at all.

Steps to Reproduce:
1.Choose Simplified Chinese locale, login
2.Open mozilla, go to www.google.com, or another language sensitive site
3.English interface will show up, not expected Simplified Chinese

Hi, I see this bug is resolved in Red Hat 9.0.  Under zh_CN locale, the
languages are "zh-cn zh", which is right.
