Description of problem: weather plugin stopped providing weather data

1. install weather plugin on panel
2. refresh for latest weather

Expected results: Current weather conditions


Additional info: xfce has bug #8105 which describes the licensing issue and fix.

As said before on the Fedora Xfce mailing list I am not going to apply the fix until upstream does. We cannot just take someone else's key.
