Upon creation of a new org, said org should have a user pre-configured with read-only rights for all permissions across an org. 

I am not sure if the permissions for said user should be immutable or not - though obviously the passwd/acct details should probably be modifiable.

Why I have to create organization and first user at the same time?

As of at least Katello 1.2, ever organization comes with a locked and pre-configured Role that defines a read-only set of permissions.  Users can be assigned to this role and achieve the requested functionality herein.  Therefore, based on discussion with Corey, I am closing this bug.

getting rid of 6.0.0 version since that doesn't exist
