I don't know the exact scenario to repro this yet, but I wanted to get it captured/screenshot precisely because I am not sure how to yet repro. Sev/Prio will remain low until I can do that.

Following some workflow/navigation path in the UI, it is possible to end up on the promotions page whereupon the top level menus (Content Management > Promotions) are not rendering as having been selected.
