Description of problem:
This may be a dupe. I will close if it turns out the be the case.

When navigating to a non-locker environment in Promotions, the main tab goes gray and the submenus don't appear

Version-Release number of selected component (if applicable):


How reproducible:


Steps to Reproduce:
1.  Create a new org in ACME_Corporation, "dev"
2.  Content Management > Promotions
3.  Click "dev" env
  
Actual results:

Content management tab goes gray; submenus disappear


Expected results:
None of this stuff "turns off"
