Sorry for the delay on this. I filed a ticket with RH engineering to request this change - if you're on the RH network it's ticket 105365 - but was told by Noura Elhawary "As your request will require code changes can I ask you please to open a bug for it in bugzilla and cc all the people who should approve from the fedora community. I will close this ticket as rt is only for quick admin or configuration requests in bugzilla." So, here (finally) is the Bugzilla bug.

As detailed in that request, Fedora QA would like to request that Bugzilla be configured such that any registered user can edit the Blocks: and Depends on: fields of any bug filed against the Fedora product. We need this because we use these fields in the blocker bug process - https://fedoraproject.org/wiki/QA:SOP_blocker_bug_process . To propose a bug as a release blocker, you're supposed to set it to block a tracker bug: so we need anyone to be able to mark a bug as blocking another bug, in order to allow people to propose release blockers.

I don't know that this really needs official sign-off from anyone else in particular, but I'm CCing Jared Smith (Fedora project leader) for his input.
