Description of problem:
I have observed CUPS Browsing to fail due to the nfs-lock.service unit (specifically rpc.statd) grabbing UDP port 631 before cups.service gets a chance to bind to it.

TCP port 631 is protected from this by being bound by systemd via cups.socket.  The UDP port should be given the same protection.  cupsd will need modification to accept sockets from systemd for CUPS Browsing.

* should be available at your local mirror within two days.
Update it with:

cups-1.5.2-1.fc16 has been pushed to the Fedora 16 stable repository.  If problems still persist, please make note of it in this bug report.
