Description of problem:
Use configuration example from GUG: Hierarchical Fair Share (HFS)
Disable FLASH
Go to cumin - Grid::Quotas
Try to change 'Dynamic Quota' and PNG picture is missing - in my case it's url is:
http://s5i:45672/stats.png?agent=com.redhat.grid|collector|Personal%20Condor%20at%20hostname;object_id=Personal%20Condor%20at%20hostname;chart_id=modes.NegotiatorEditDynamicQuota_179136236.chart;duration=600;rpkg=com.redhat.grid;rcls=Collector;type=pie;width=360;height=210;name=group_chemistry;name=group_physics;name=Unclaimed;value=0.3402;value=0.464;value=0.1958

Instead of this PNG I can see only 'stats' text.

How reproducible:
100%

Steps to Reproduce:
1. Setup Hierarchical Fair Share (HFS) in condor
2. Disable FLASH in browser
3. Try to edit those quotas in cumin
4. PNG image is missing when editing
  
Actual results:
PNG is missing

Expected results:
PNG is there and is changing (as substitution of FLASH)

Per BZ 789351, Flash charts are no longer used.  This BZ should be able to be closed.
