Description of problem: Cumin currently uses open-flash-chart to display the graphs. The use of flash is not ideal (hard to change/debug, requires browser plugins). The purpose of this BZ is to implement a solution that will yield at least the same functionality of open-flash-chart in a way that does not require flash. Additional info: The pie charts on the dashboard overview page, all of the line charts that track performance, and the quota editing tool are all affected by this change. In addition, there is not going to be a need for the png version of charts since there is no longer going to be a need to have that as a fallback when the flash plugin is not available.

New Contents: Cause: Flash player was required to view the charts with full functionality. Consequence: In order to use cumin and get the most useful charts, the Flash Player was required. We also had to maintain (and test) a separate png-based set of charts that had limited functionality. Change: We have implemented a new JavaScript based charting solution (jqplot is the base library) that requires no special browser plugin. Result: The charts in cumin are now all viewable without any plugins. Additionally, there is only 1 version of the charts, so it is much easier to mainain and test.
Tested on RHEL 5/6 i386/x86_64 cumin-0.1.5648-1 I've linked separated issues found during chart testing as see also. --> VERIFIED
