jsp, servlet and el alternatives are installed with the same priority (the last number in the update-alternative call in posts). Priorities should be higher so when tomcat apis are installed tomcat6 apis are no longer the autoselected ones.
jsp - 20200
servlet - 30000
elspec - 20300 
should be a good choice, considering the current tomcat6 apis priorities.

Package tomcat-7.0.25-3.fc16:
* should fix your issue,
* was pushed to the Fedora 16 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing tomcat-7.0.25-3.fc16'
as soon as you are able to.
