Description of problem:
Abrt is not always detecting duplicates correctly (Bug 831197).
Duplicate detection could be improved by allowing user to pick another bug or to create a new one.

1. abrt detects list of likely duplicates (like what this bugzilla does when filing new bug)
2. abrt picks one which is the most likely candidate for that bug
3. abrt lists other bugs
4. and will wait for user to review data/bugs and to
  - confirm the selected
  - select another one
  - file a new one
