Description of problem:
unbound fails to startup in fips mode

(currently talking with upstream on the proper patch to mark DNSSEC algo RSAMD5 as unsupported in fips mode)

This is resolved in 1.4.17 and 1.4.18. Packaging the latest version 1.4.20 resolves this issue completely. (Just confirmed on unbound-1.4.20-1.fc18.x86_64)

Since unbound-1.4.20-8.el7 is already in RHEL-7 I'm moving this Bug to MODIFIED.
